CHECKLIST FOR SUBMITTING PERMIT 

1. Check Zoning for the type of use, size of building allowed, setback regulations, etc. (form: Affirmation of Zoning Responsibility)
2. Obtain a septic tank construction permit and/or well permit if needed, or be sure public utilities are available. If on septic and/or well, a copy of the permit must be provided. 
   • for existing septic systems, please provide the following form for the Health Department for approval: (form: Safe, Adequate & Proper)
3. Draw a sketch plan showing all property lines, roads, structures, easements, and the distance the structure will be from the road and each property line. You may use the public GIS system for an aerial print out of your property to scale your proposed structure on, however please be aware that the property lines are approximate only and are NOT a legal description.  If you use the GIS system, please sign the disclaimer found here. A survey may be required upon review of sketch.
4. Obtain a highway entrance permit for new dwelling units. A copy of this permit must be provided when the building permit is applied for. You must provide some form of written approval from VDOT even if the driveway was existing or is on a private drive.
5. Two sets of structural building plans must be submitted at time of application. See checklist for plans.
6. Complete building permit application, must be signed by the licensed contractor if the owner is not doing their own work.

7. Check with your lending institution or attorney to see if a Mechanics Lien Agent needs to be designated.(form : Designation of MLA or Non-Designation of MLA)
   
8. A Responsible Land Disturber with proper certification is required for new dwelling units unless the owner is acting as general contractor. A landowner may only sign as the responsible party on one agreement per year.(form: Erosion Agreement in Lieu of a Plan, if the answer to either question on the Erosion Agreement in Lieu of a Plan is "yes" the SWPPP form is also required.)
9. A contractor may be liable for a business license in Augusta County, so please check with the Commissioner of Revenue regarding this requirement.

After all approvals have been received, the building permit and an approved set of plans will be mailed to you, and you may begin to build.

Note: If the owner is not doing his own building, plumbing, electrical, or mechanical, the licensed person doing the work must assume responsibility for the work in writing in the form of written contract or signed application.

• Rough-In, before any work is covered. Water or air test required.
• Water & sewer lines when on public utilities.
• Final when fixtures are set and connections made.

Electrical: 

• Temporary service.
• Ground work before ditch is covered or floor is poured.
• Rough-In before any work is covered.
• Service before permanent elec. service is connected.
• Final when service is connected and building is complete.

Mechanical: 

• Duct work installed but before insulation covers joints. 
• Gas Line.
• Final, when heating & air conditioning units ready for operation.

Note: Inspections must be requested no later than 4:00 PM the working day before. We do not set time blocks for inspections.

FINAL OCCUPANCY

 Permits must be obtained to construct, enlarge, alter, repair, convert, or demolish any building in Augusta County.  Permits are also required for installation or changes to electrical, plumbing, or mechanical systems. This includes interior remodels and finishing space that was previously unfinished.

3. Obtain a highway entrance permit for new dwelling units. A copy of this permit must be provided when the permit is applied for. This is required for property with existing driveways and replacement homes as well.

6.  Complete the manufactured home permit application, must be signed by the licensed contractor if property owner is not doing their own work. Electrical, plumbing, and mechanical permit applications are separate permits and should be submitted by the contractors doing the work, or by signed application. (form: Manufactured Home Permit)
7. A contractor may be liable for a business license in Augusta County, so please check with the Commissioner of Revenue regarding this requirement. 
8. On permits where a contractor is designated for set-up and a new septic system is being installed, a responsible land disturber with proper certification is required to sign the Agreement in Lieu of a Plan.

 After all approvals have been received, your permit will be mailed to you and you may place the home on the property. 

REQUIRED INSPECTIONS

Be sure your home is set back from all property lines and streets the proper distances. 

1. Footing, prior to placing concrete.
2. If on public utilities, lines must be inspected before ditch is covered. 
3. Marriage wall connections before they are covered on double wide homes.
4. Set-up, including blocking, anchoring, landings, electric, & plumbing. 
5. Underpinning within 60 days of occupancy of the home.

Note: Inspection requests received by 4:00 p.m. will be done the following day. We do not set time blocks for inspections.

FINAL OCCUPANCY

A Certificate of Occupancy will be required before the home is occupied and may only be obtained after all final inspections are approved and an approved Operation Permit for the sewage and water is acquired from the Health Department. 

Skirting is to be installed within 60 days of occupancy of the home. When installed, inspection of the skirting should be requested by the occupant. 

Note: If the owner is not doing his own setup, plumbing, electrical, or mechanical work, the licensed person doing the work must assume responsibility for the work by legal contract or signed permit application.

Any structure larger than 256 square feet requires a building permit. This includes prefabricated (prefab) and "kit" style structures. For prefab buildings, the manufacturer of the building must provide certified plans that include the appropriate design loads for Augusta County and an engineered foundation design.

Pools that are less than 150 square feet of surface area, contain less than 5000 gallons and do not have the capacity for more than 24 inches of water depth do not require permits. This exemption from a permit does not eliminate the barrier requirement. (Code Requirements Document Link)

 CHECKLIST FOR SUBMITTING A PERMIT FOR RESIDENTIAL GROUND MOUNT SOLAR

Tent permits are required by the building code for any tent greater than 900 square feet or one that will have more than 50 persons in it.

 CHECKLIST FOR SUBMITTING A TENT PERMIT APPLICATION

 1.  A completed tent permit application.

2.  A copy of the flame retardant treatment certificate.

3.  A drawing of the tent layout showing all exits and fire extinguishers.

All tents requiring a permit require a minimum of two exits. The exits shall be on opposing ends of the tent. The maximum travel distance to an exit is 200 feet. Unless the tent is open on all sides, the exits shall be provided with exit and emergency lights. Fire extinguishers shall be provided in all tents. There shall be a minimum of 1 fire extinguisher for each 3000 square feet of tent space. Fire extinguishers shall be placed so that no more than 75 feet of travel is required to get to a fire extinguisher. Fire extinguishers shall have a minimum rating of 2A10BC. The tent is required to be inspected by the Building Inspection office prior to use. All exit signs and fire extinguishers are to be in place and operational at time of inspection.
